• high crash rates after being trained by driving instructor

• Driving instructors need to be trained and managed by the education departments

• Driving education programs need to be performance based and a standardised system for each road user interaction

  • Testing must meet modern educational standards

  • you can not pass a test that has no performance based outcomes measured
